the commander in chief of the armed services, can name cabinet members, the senate decides if the people can get those jobs. to declare war, that is to the senate. the tax, that will be a surprise to donald trump. the tariff relongs to the congress, want the president. and then, there is this line in article one, which paul ryan, will no doubt underline, when he gives a cope to little donald trump. the house of representatives shall choose their officers, and have the sole power of impeachment. the president has no such power of of the speaker of the house. the president cannot empeach the speaker, the speaker has the power to lead the impeachment.

if you read the constitution, if you know who had all the power, in that meeting today, you would know it by reading the constitution. a meeting between the speak of the house, and a candidate. if you have ever worked on legislation in the white house or congress, you know who has more power over legislative outcomes, you know all of those things, you have heard presidents promise and then not do. remember all of those things? that is because all almost all of them were up to congress. congress decided not to do them. it seemed like it was in president obama's power to close the prison at guantanamo bay. until congress passed a bill preventing him from doing that so, prisoners are still sleeping at gitmo tonight and will be for a long time. remember, president george w. bush's re-election platform, remember it? nobody does. social security reform and tax

reform. the two top items in president bush's second term agenda, never came to a vote in the house of representatives or in the senate. never had a vote in the committee congress ignored the president's legislative agenda, as the congress always does. unless the president is proposing something that congress already wants to do. president's bush's first term, he got the tax cut, only because republicans in congress wanted to do a big tax company. although the tax cut by the media, every word of that tax bill was written in the house and senate. so, if there is a trump presidency, the media will call it the tax cut, it will be whatever paul ryan says it will be. every number in it will be written by paul ryan's staff,

and the committee staff in the house of representatives. on his own tax cut. saying that the top income tax bracket may be higher because he will negotiate that donald trump is negotiating a way his tax cut on tv. the world negotiator in washington history already. and today, donald trump met face to face with the best, and smartest republican negotiator in washington. it was surely the easiest meeting paul ryan has issue had. paul ryan really didn't need 45 minutes for that meeting. but the polite, wordy verlgz of such a meeting, always takes longer.

than the blunt, honest version. all paul ryan really needed to say to donald trump today was, you can deal with me now, or can you deal with me later, if you become president, you will have to deal with me every day. what happens then is what i say happens. speakers 69 house have never had to say that to presidential candidates before, because everyone understands it if you have ever been in a real gov verning meeting at the white house with the president and the speaker of the house as i have, you would not be able to tell by their manner or by what they say which one of them is more powerful. the president or the speaker. everyone in the room knows that if the speaker doesn't want what president is selling, then it isn't going to happen. because everyone in the room has read article 1. that part of the constitution that paul ryan began to explain

today to little donald trump. joining us now, the leader of the never trump movement. and norm, and the co-author of "it is even worse than it looks." i say, get me norm. my question, when i am imagining the first 100 days of the trump presidency is, when is the last time a president got something that the speaker of the house didn't want? i believe the civil rights bill got pushed through on a discharge position. you tell me, what is the last time we saw it happen? >> probably the last time lawrence was in 1981. ronald reagan got his tax and budget cut plan through a house that tip o'neill didn't want.

frankly, the main reason that he got was it was it ended up coming up after he had been shot. he went in front of a joint session of congress, joked about what happened. showed a kind of elegance, in a way. and that probably propelled it to the top. otherwise, ru absolutely right. that speakers and presidents had better agree or the president isn't going to get what he wants. my guess is that this meeting did not convince donald trump of something that, if he ever became president, he would learn fairly quickly. >> tell us about donald trump was defeated in paul ryan's district s defeated in paul ryan's state. how is t the way paul ryan is handling this so far, how is that playing back home? >> well, he is hanging on to a

64 point lead than his sara palin endorsed district. he doesn't have to worry about that 80 to 14 over this guy. sara palin doesn't have a lot of political juice back home. if the flying monkeys thought they would intimidate ryan, complete fail. ryan had two things, is donald trump going to campaign as an adult and as a conservative. there is no indication that he is willing to do either of those things. when i do think, part of this is political. you are talking about governing, i don't think that paul ryan thinks that donald trump will be president. he is trying to limit the damage, and limit the damage that donald trump will do as a conservative. you want to know what is in that train. where is he taking the train?

the policy staff as it is in the trump campaign. here is what we need to hare, and we must never hear this. that discussion is going to go on for some period of time. my bet is, paul ryan does not give an inch to donald trump. >> right. i think that lawrence, donald trump and his policy people, who have noefr achors in much of anything, will promise all kinds of things. and trump is going to say, what he promised ryan he would say. and say exactly the opposite, and the other two times, confound all of these matters, he knows nothing about policy and fundamentally doesn't much care. and lawrence, ryan, ru right, has the upper hand here. both now, and going forward.

ryan has his own deep headaches with his party in the house. he can't get a beneficial, the one thing they have said, they can't get appropriation bills, unable to deal with the opioid crisis, that hits republicans more heavily than democrats, whether trump wins or not, there will be a pitched battle over policy and power between the establishment forces, trump populous forces, and the crazy forces, and ryan will have his headaches, whatever happens with trump. >> one of the pressures that paul ryan is not under right now, by the republican member system to endorse donald trump. very few of them have. they are all being slow about this. what is clear from paul ryan. if you are a republican member of the house that doesn't want to endorse trump, he will never ask you to.
